A shared architecture across MTSS

Tier 1 and Tier 2 should speak the same language.

Signal Reading connects Tier 1 and Tier 2 through one diagnostic vocabulary. Universal instruction gives all students supported access to decoding, language, cognitive-learning, and expression demands. Targeted intervention increases intensity and precision within the same architecture. Teams can compare evidence across settings without translating between unrelated frameworks.

Direct definition

How does structured literacy fit into MTSS?

Structured literacy supplies explicit, systematic attention to language structures and word recognition. MTSS supplies a system for prevention, evidence, increasing intensity, and adjustment. Signal Reading connects those functions with cognitive learning and expression so that foundational instruction, meaningful reading, and visible output remain part of the same plan.

Colorado context

How does Signal Reading relate to the Colorado READ Act and SB 25-200?

Colorado’s READ Act requires evidence-based or scientifically based reading instruction and establishes state processes for K–3 assessment and instructional-program advisory lists. SB 25-200 expands dyslexia-related screening and use of a broader body of evidence, with full implementation expected in the 2027–28 school year.

Signal Reading can help districts organize professional learning, evidence, and instructional coordination around those expectations. It is not presented as state-endorsed, as an approved core program, or as a legal guarantee of compliance. Districts should use current Colorado Department of Education guidance when making compliance and purchasing decisions.

Evidence loop

One vocabulary makes movement across tiers easier to interpret.

When classroom teachers and interventionists describe the same learner through unrelated constructs, teams lose time translating language instead of testing explanations. Signal Reading preserves the same ropes and changes the intensity of support. Evidence can travel with the student without becoming a new story at every handoff.
